If by "biggest power" you talk about economic importance, teritorial extension, duration, etc., of those two, doubtlessly Persia was much more great. Although Greece defeated to Persia in his tried to follow grow towards the West, that was in the final times of Persia and it did not clear anything to Persia of his immense territory. However, for the West it had more importance Greece since great part of our culture derives from them (through Rome). On the other hand, people and countries from the near middle East, could say the same of Persia.
